Manufacturers wishing to test self-driving cars must apply for a permit, carry $5 million dollars in insurance, and have a human driver behind the wheel. The human driver must carry an Autonomous Vehicle Testing Program Test Vehicle Operator Permit, which can be acquired only after passing an advanced defensive driver training program.
