By the late 1950s, Soviet naval leaders realized they were falling behind the United States in underwater warfare.

Over the past decade, U.S. engineers have developed remarkably quiet submarines utilizing advanced noise-reduction technology. These submarines were so silent that they could follow Soviet submarines for hours or even days without being noticed.

This was a serious problem for the Soviet Union. In a war, American submarines could locate and destroy Soviet submarines before they ever had a chance to attack.

 

Trying to match U.S. stealth technology was not realistic. It was not something that could be quickly copied. It came from many years of careful manufacturing, strict quality control, new materials, and a highly disciplined industrial system. The Soviet industry at the time could not support this level of precision, and catching up would take many years.
